Background

Boulder County says the measure started as a resident petition to form a Sombrero Ranch Public Improvement District to pay for reconstructing and repaving public roads within the district.

According to Resolution 2026-051, the county commissioners approved Resolution 2026-040 at a public hearing on July 9, 2026, referring three questions to the district's voters: whether to form the district, whether to approve ad valorem taxes, and whether to allow a multiple-fiscal-year obligation.

The ballot title asks for a levy of up to 14.47 mills, estimated at $185,000 in tax collection year 2027, and authority for a multiple-fiscal-year obligation of up to $3,500,000.

Resolution 2026-051, adopted August 18, 2026, set and certified the ballot title; the posted copy leaves the motion and vote count blank. The question appears only on ballots of electors in the proposed district.

Put on the ballot by Boulder County Board of County Commissioners, vote not stated in the posted copy, July 9, 2026 (Resolution 2026-040; ballot title certified August 18, 2026, Resolution 2026-051).
