Background
The Douglas County commissioners referred this question to the ballot alongside the voter-initiated measure to expand the board from three to five members.
Resolution R-026-062 asks whether, if the board grows to five members, all registered Douglas County voters should continue to elect all commissioners.
The county says the board voted unanimously to refer the measure, and that the resolution was adopted on August 31, 2026.
The county also says Douglas County District Court upheld the board's authority to refer the related measure, after a lawsuit sought to remove it from the ballot.
