Background

Douglas County says the proposal to expand the Board of County Commissioners from three to five members began as a voter petition, which qualified for the ballot on August 12, 2026. The county says it is the first citizen-led initiative there since 1994.

On August 28, 2026, the commissioners voted unanimously on Resolution R-026-061 to fix the ballot title. The title adds an estimated ongoing annual cost of $760,000 to $1,300,000 and pairs the question with a separate one (Question 201) on whether a five-member board would be elected all by district or as three district and two at-large seats.

According to the county, petition representatives protested the title to restore the original petition language. The board denied that protest on September 3, 2026, and the county says Douglas County District Court later upheld the board's authority to fix the title, in a lawsuit filed by Rep. Bob Marshall.

A county staff fiscal analysis by the County Manager and Deputy County Manager puts the base ongoing cost at $240,854 per added commissioner, or $481,708 for two, with additional one-time redistricting and facility costs.

Put on the ballot by Voter-initiated petition (qualified August 12, 2026); ballot title fixed by the Douglas County Board of County Commissioners, unanimous, August 28, 2026 (Resolution R-026-061).
