Background

The bond ordinance says the $30,426,000 would pay for roof replacements, air conditioning and climate stabilization, building management systems, central plant utilities and security upgrades at public schools across the city.

The ordinance estimates that about 67% of the project cost will be paid with State of Connecticut grants.

At an August 20, 2026 special meeting, the Common Council voted 11–0 (one member absent) to remove the words "Phase One" from the ordinance and ballot label, then adopted the amended ordinance and the referendum resolution by the same 11–0 votes, according to the minutes.

The same night a separate $38,000,000 downtown parking-facility bond ordinance failed 3–8, and its referendum resolution saw no action, according to the minutes.

Put on the ballot by Middletown Common Council, 11–0 (one absent), August 20, 2026 (Resolution No. 91-26).
