Cuyahoga County Issue 75 — City of Olmsted Falls: Proposed Charter Amendment

Ballot measure · November 3, 2026 · Olmsted Falls voters

What it does
Shall Article VII, Section 7.08 of the Charter of the City of Olmsted Falls be amended by extending the timeframe for holding a recall election from not fewer than forty (40) days and no more than fifty-five (55) days from the date of the certification of sufficiency of a petition demanding the recall and removal of an elected officer, to not fewer than sixty (60) days and no more than ninety (90) days from the date of the certification of sufficiency of said petition?
A YES vote means
An Olmsted Falls recall election would be held 60 to 90 days after a recall petition is certified, instead of 40 to 55 days.
A NO vote means
A recall election would still be held 40 to 55 days after the petition is certified.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

The YES and NO lines are SpectrumVote's plain-language reading of the official text above; the official text is what you vote on.

Explained

Today

  • Under Charter Section 7.08, voters can recall an elected city officer by petition signed by at least 25% of the number who voted for President in the last presidential election (in that ward, for a ward Council member).
  • Once the Clerk certifies the petition as sufficient and the officer does not resign within 5 days, Council must set a recall election 40 to 55 days after certification.

If it passes

  • The recall election would instead be held 60 to 90 days after the petition is certified as sufficient.
  • The signature requirement and the rest of the recall process would stay the same.
  • It would take effect if a majority of Olmsted Falls voters approve it.

Who would notice

Olmsted Falls voters who might petition for a recall, and the city's elected officers. It does not change any tax.

How it got here

The 2026 Olmsted Falls Charter Review Commission recommended it. City Council adopted Ordinance No. 41-2026 on June 23, 2026, as an emergency measure, to send it to the November 3, 2026 ballot; the ordinance says Council is obligated to submit the Commission's recommended amendments to voters.

Commission minutes say the Board of Elections requested the longer window, which members said would give it more time to organize a recall election.
