Background

Orange Village's charter (Article III, Section 2) bars Council members from holding other elected office or any other Village office or employment, with exceptions that include membership in the 'State Militia' or the Reserve Corps of the United States.

According to Ordinance No. 2026-18, the amendment would replace the term 'State Militia' with 'Ohio National Guard'; the ballot language in the ordinance describes 'State Militia' as an antiquated term, and the Village's plain-language summary describes the change as updating outdated wording.

The amendment is one of nine charter changes recommended by the 2026 Charter Review Commission, which Council appointed in January 2026 (Ordinance No. 2026-1).

Village Council passed Ordinance No. 2026-18, which places all nine amendments on the ballot, 7–0 on July 8, 2026, as an emergency measure.

Put on the ballot by Orange Village Council, 7–0, July 8, 2026 (Ordinance No. 2026-18), on recommendation of the 2026 Charter Review Commission.
