Ballot measure · November 3, 2026 · Orange voters
Election night: live results from the official election site. Counts are unofficial until certified.
- What it does
- Shall Article IV, Section 5 of the Charter of the Village of Orange be amended to provide that the Mayor shall execute all contracts, conveyances, evidences of indebtedness and all other instruments to which the Municipality is a party, provided that such execution may be performed by the Mayor's designee at the Mayor's direction, and or via mechanical device operated at the Mayor's direction?
- A YES vote means
- The Orange Mayor would sign all village contracts and legal instruments, and could have a designee or a mechanical device do so at the Mayor's direction.
- A NO vote means
- The charter's rules on who signs village contracts would not change.
- Needed to pass
- A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
- Left–right lean
- Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).
Background
Under Ordinance No. 2026-18, Article IV, Section 5 of Orange Village's charter would provide that the Mayor executes all contracts, conveyances and other instruments to which the Village is a party, and that this may be done by the Mayor's designee or by mechanical device at the Mayor's direction.
The amendment would also make the Mayor's power to discipline, suspend or discharge appointed employees subject to 'any collective bargaining agreement or other contract'; the Village's plain-language summary describes this as recognizing that such agreements limit the Mayor's personnel authority.
The amendment is one of nine recommended by the 2026 Charter Review Commission; Village Council passed Ordinance No. 2026-18, placing all nine on the ballot, 7–0 on July 8, 2026, as an emergency measure.
