- What it does
- Shall Article V, Section 9 of the Charter of the Village of Orange be amended to provide that a quorum of the Architectural Board of Review shall be four (4) members, at least one (1) of whom shall be an Architect Member; and that Architect Members may also serve as paid consultants to the Village, at the Mayor's direction?
- A YES vote means
- A quorum of Orange's Architectural Board of Review would be four members, including at least one Architect Member, and Architect Members could also be paid village consultants at the Mayor's direction.
- A NO vote means
- The Architectural Board of Review's quorum and member rules would not change.
- Needed to pass
- A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
- Left–right lean
- Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).
Background
Orange Village Council appointed a 2026 Charter Review Commission by Ordinance No. 2026-1 (January 14, 2026), as the charter requires every eight years; the commission was to report proposed changes to Council by May 31, 2026.
The commission's April 13, 2026 minutes record a discussion of whether one of the Architectural Board of Review's architect members should be required to approve an item; members decided that an architect member must be present for a quorum but that a majority vote need not include an architect.
On April 27, 2026 the commission rejected 4-5 a draft requiring an architect member's approval for items to move forward, according to the minutes.
