Background

Orange Village Council appointed a 2026 Charter Review Commission in January 2026 and, after receiving its recommendations, passed Ordinance No. 2026-18 on July 8, 2026 by a 7–0 vote to submit this and other Charter amendments to voters.

Charter Article VIII, Sections 3 through 5, contain provisions authorizing Council to levy permanent-improvement property taxes without a further vote, including temporary levies of up to 3.8 mills for tax years 2006 through 2015 and up to 3.7 mills for 2016 through 2025, according to Ordinance No. 2026-18.

According to the ballot language, the amendment would delete the language about expired temporary levies that are no longer being collected.

Put on the ballot by Orange Village Council, 7–0, July 8, 2026 (Ordinance No. 2026-18), on recommendation of the 2026 Charter Review Commission.
