Cuyahoga County Issue 85 — Village of Orange Village: Proposed Charter Amendment

Ballot measure · November 3, 2026 · Orange voters

What it does
Shall Article XI of the Charter of the Village of Orange be amended by reducing the interval for appointing the Charter Review Commission members from eight (8) to six (6) years; to provide that at its first meeting the Commission shall organize and appoint a chair, vice chair, and secretary; that the Commission shall make its recommendations to Council on revisions to the Charter by the first of June next following the appointment of the Commission; and to authorize the engagement of special counsel or other professional assistance for the Commission as Council determines to be appropriate?
A YES vote means
Orange's Charter Review Commission would be appointed every six years instead of eight, would choose officers at its first meeting, would report to Council by the next June 1, and could get special counsel or professional help as Council decides.
A NO vote means
The Charter Review Commission would still be appointed every eight years under the current rules.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

The YES and NO lines are SpectrumVote's plain-language reading of the official text above; the official text is what you vote on.

Background

Orange Village Council appointed a 2026 Charter Review Commission by Ordinance No. 2026-1 (January 14, 2026), as the charter requires every eight years; the commission was to report proposed changes to Council by May 31, 2026.

According to the commission's April 27, 2026 minutes, members voted 7-2 (Claypool and Shao opposed) to have future commissions convene every six years instead of eight, saying the change would help keep the charter current, and agreed the revision should give the commission at least a half year to work, let it select its chair and vice chair, and allow it to request counsel.

Put on the ballot by Orange Village Council, 2026, on the recommendation of the 2026 Charter Review Commission (Council's ballot ordinance not found online).
