- Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).
Background
According to the Government Study Commission's final report, Duquesne voters chose in 2024 to establish the commission, which after a nine-month study concluded the city should move from a Third Class City under the Third Class City Code to a home rule charter.
The proposed charter keeps an elected Mayor and Council: four Council members plus the Mayor, who would preside and vote. It creates an appointed professional City Manager to prepare the budget and run administration, and gives the Mayor no veto.
The commission unanimously recommends adoption. Allegheny County's ballot explanation says a 'No' vote keeps the present Third Class City form of government.
