Municipality of Penn Hills — Proposed Amendment to the Home Rule Charter (acting or interim manager) (Allegheny County)

Last updated Sat, Nov 7, 4:33 PM ET

Ballot measure · November 3, 2026 · Penn Hills Township voters

What it does
Shall the Penn Hills Home Rule Charter be amended to clarify the process for appointing an Acting or Interim Municipal Manager by distinguishing between a temporary absence of the Manager and a vacancy in the office of Manager, and to authorize Council to designate an Acting or Interim Manager in the event of a vacancy?
A YES vote means
The Penn Hills charter would separate a manager's temporary absence from a vacancy in the office when naming an Acting or Interim Manager, and let Council name one when the office is vacant.
A NO vote means
The charter's process for appointing an Acting or Interim Manager would not change.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

The YES and NO lines are SpectrumVote's plain-language reading of the official text above; the official text is what you vote on.

Background

According to the Allegheny County Elections Division's explanation, the Penn Hills charter now lets the Municipal Manager appoint an Acting Manager from staff for a temporary absence of up to 30 days, but does not address a manager who fails to name one, an absence beyond 30 days, or a vacancy.

The explanation says the change would let Council designate an Acting Manager from staff in those cases, and appoint a temporary Manager if the office is vacant because of resignation, removal, death, disability or refusal to act.

It says no Council member or elected officer could serve as Manager in any capacity, and appointment of a permanent Manager would remain the Mayor's responsibility.

Put on the ballot by Penn Hills Council (date and vote not stated).
