- Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).
Background
According to the City Commissioners' ballot-question document, Question 2 was placed on the ballot by Bill No. 260264-A, which became law June 23, 2026, and Resolution No. 260270, adopted June 11, 2026.
The plain-language statement says the City already operates an arts and culture office called Creative Philadelphia, which works to increase public access to arts and culture, support creative communities and celebrate the city's cultural resources.
Per the statement, a 'yes' vote would make Creative Philadelphia a formal part of City government under the Home Rule Charter, headed by a Chief Cultural Officer.
