Background

On June 25, 2026, the Horizon Regional Municipal Utility District board designated about 74.778 acres as the Mountain Shadow Unit 1 Defined Area, with a plan of improvements and taxation that applies only to that area and is in addition to other district taxes, according to the board's order calling this election.

The board adopted the order calling the defined-area confirmation, bond and maintenance tax election on July 23, 2026, with no votes against, according to the district's certificate for the order; the election is held only for voters in the defined area.

Texas Water Code Section 54.801 allows districts of more than 1,000 acres to define areas to pay for improvements that primarily benefit that area rather than the district as a whole, the order notes.

Put on the ballot by Horizon Regional MUD Board of Directors, July 23, 2026 (no votes against).
