Background
On June 25, 2026, the Horizon Regional Municipal Utility District board designated about 74.778 acres as the Mountain Shadow Unit 1 Defined Area, with a plan of improvements and taxation that applies only to that area and is in addition to other district taxes, according to the board's order calling this election.
The board adopted the order calling the defined-area confirmation, bond and maintenance tax election on July 23, 2026, with no votes against, according to the district's certificate for the order; the election is held only for voters in the defined area.
According to the order, the plan estimates the defined area's 70% share of water distribution and wastewater collection construction at $2,646,000 including engineering and contingency; this proposition would authorize up to $3,500,000 in refunding bonds, alongside a separate $3,500,000 bond proposition for the improvements.
