Background
The Enfield Town Council created the 2026 Charter Revision Commission by Resolution #7373 on January 5, 2026, and on June 23, 2026 accepted the commission's draft report as its final report with no additional suggestions, according to the town's commission page.
The town clerk's explanatory text lists substantive changes including abolishing the elected office of Constable, removing the Town Manager residency requirement, and setting procedures for removing a councilor for violating the charter or ethics ordinance.
The explanatory text says the revision would require a referendum on capital expenditures whose net town cost exceeds 0.0002 (2/100 of one percent) of the current grand list, excluding state, federal and other non-town funding.
If approved, the revisions take effect December 4, 2026, according to the explanatory text.
