Background
The Charter Revision Commission filed its Final Report and Proposed Revised Charter with the town clerk on April 6, 2026; the Board of Selectmen held a public hearing on March 2, 2026 and approved the proposed charter as submitted on April 20, 2026, according to the board's June 8, 2026 resolution.
On June 8, 2026 the Board of Selectmen voted unanimously to put the revised charter to voters as a single question, with the changes taking effect December 7, 2026 if approved, according to the minutes.
The explanatory text the board approved on September 14, 2026 lists changes including requiring alternates seated on a board to be from the same party as the absent member when available, removing members absent for three consecutive meetings, and requiring an annual Board of Selectmen review of the Town Manager.
It also lists a redefinition of the Police Commission's powers, including reviewing procedures for citizen complaints and meeting with the Boards of Selectmen and Finance before collective bargaining agreements.
