Explained
Today
- Short-term home rentals (rented for fewer than 30 days) are allowed in Peninsula under Village Ordinance Chapter 741, first adopted in 2019 and overhauled in 2024. Each must be registered and certified with the Village, with rules on off-street parking, occupancy, events and a local contact.
- Non-owner-occupied rentals are capped at 5 in the R-1 district and 10 in the R-2, commercial and mixed-use districts; owner-occupied rentals have no cap. The Village's June 2026 public meeting materials list 14 registered rentals (3 owner-occupied) in a village of about 514 people.
- At a July 14, 2026 Council meeting, Ms. Iaconis of the Village confirmed about $18,872 in 2025 short-term rental taxes and fees, about 1% of the Village budget.
If it passes
- This is an advisory question. The result would not by itself change Village law; it tells Council what voters prefer.
- Voters are asked whether the Village should prohibit all short-term home rentals except when the owner is living on site at the time of the rental.
- Any actual prohibition would require Council to later pass an ordinance.
Who would notice
Peninsula homeowners who rent or might rent their homes short-term, their neighbors, and visitors who stay in those rentals. It does not change any tax.
How it got here
Council adopted Resolution No. 15-2026, requested by Councilperson Padrutt, on July 28, 2026, 5–1 (Mr. Krachinsky voting no), suspending the three-reading rule to meet the August 5 Board of Elections deadline. Council amended it to state that "there should be an advisory election on short-term rentals."
Council members disagreed on the need for a vote: one said past surveys and a June 2026 public meeting showed divided opinion and an advisory vote would add little, while another said only a ballot measure gives every resident an equal, anonymous say.
