Background
Manor's Charter Review Commission studied the City Charter and recommended amendments, and the City Council ordered a special election on them through Ordinance No. 827, passed and approved on August 5, 2026.
Proposition A is one of four charter propositions (A through D) in the ordinance; it covers Section 1.05, the Charter's list of the city's particular powers, such as owning and selling property, levying taxes, issuing bonds, regulating streets, and zoning.
According to the ballot language, the amendment would reorganize that existing list into separate provisions for clarity without substantively changing or expanding the city's powers; amendments take effect when adopted and declared by the City Council.
