Background
According to Burbank City Council Resolution No. 26-29,726, this measure stems from a California Voting Rights Act case: the City received a notice of a potential violation in August 2022, held district-mapping hearings in 2023 that produced draft Map 130, and was sued in October 2023; a February 23, 2026 court-ordered mediation produced a settlement requiring these measures to go on the ballot.
The ordinance would replace at-large City Council elections with by-district elections using Map 130, with Districts 2 and 4 on the ballot in November 2028 and Districts 1, 3 and 5 in November 2030, according to the measure text.
A companion charter amendment on the same ballot (Resolution No. 26-29,725) would remove the charter's at-large election requirement; the Council adopted both resolutions on July 21, 2026 by 5-0 votes (Anthony, Perez, Rizzotti, Mullins and Takahashi).
