Background
Measure AA, the Culver City Public Schools Excellence in Education Act of 2026, is a citizen initiative: proponents filed a notice of intent on February 2, 2026, and the Los Angeles County Registrar found the petition met the 2,913 verified signatures required (10% of registered voters), according to the City Clerk's July 13, 2026 staff report.
Because state law requires voter approval of new taxes, the City Council could not simply adopt the initiative; staff recommended the Council accept the certification and place it on the November 3, 2026 ballot, an action requiring a four-fifths Council vote.
The staff report states that as a citizen initiative the parcel tax needs a simple majority; proceeds would go into a City special fund and be transferred to the Culver City Unified School District after City collection costs, and the measure takes effect only if the District signs an agreement reimbursing the City's election and administration costs.
