Background
City staff recommended that the Diamond Bar City Council adopt Resolution No. 2026-28 on July 21, 2026 to place this Council-initiated one-cent transactions and use (sales) tax on the ballot and direct the City Attorney to prepare an impartial analysis, according to the staff report.
The staff report states the City faces a structural deficit, with a ten-year forecast of annual shortfalls from about $1 million to more than $9 million that would deplete General Fund reserves by 2036, and that the Council cut spending by more than $1 million in each of the past two budget years.
According to the staff report, the tax would raise an estimated $6 million a year for general services such as public safety, wildfire preparedness, infrastructure and parks; Diamond Bar's sales tax rate is 10.25% after the county's Measure ER, of which the City receives 1%. As a general tax it needs a simple majority.
