City of Novi — Capital Improvements Millage (Oakland County)

Last updated Sat, Nov 7, 4:33 PM ET

Ballot measure · November 3, 2026 · Novi voters

What it does
Shall Section 9.1 of the Novi City Charter be amended to authorize a millage for capital improvements and capital projects, including, but not limited to, parks and facilities, land acquisition, pathways, and apparatus (such as fire trucks, heavy equipment), with such funds not to be used for operations or payroll, in the amount of 1.0 mills (being $1 per $1,000 of taxable value) for a period of 10 years, starting with the July 2027 levy and resulting in the authorization to collect an estimated $5,412,997 in the first year if approved and levied, to replace an expiring capital improvements millage?
A YES vote means
Novi's charter would allow a 1.0 mill tax for 10 years starting July 2027 for parks, facilities, land, pathways and equipment such as fire trucks (not operations or payroll), replacing an expiring capital millage and raising about $5,412,997 the first year.
A NO vote means
Novi's charter would not be amended to authorize this capital improvements millage.
What it would cost
1 mill (estimated) for 10 years: $100 a year for every $100,000 of taxable value (a mill is $1 per $1,000). Taxable value is after exemptions such as homestead; your tax bill or property appraiser shows yours.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

Background

Novi voters approved a capital improvements millage on August 2, 2016 for 10 years, for parks and facilities, land acquisition, pathways and apparatus such as fire trucks, not operations or payroll; it is set to expire June 30, 2026, according to the City Council resolution.

According to the April 13, 2026 City Council agenda item, the Council set a goal at its 2026 goal-setting meeting to renew the millage and directed staff on February 9 to mirror the 2016 question; it first approved placing the question on the August 4 ballot on March 9, then took up a resolution moving it to November 3, 2026.

The proposed charter amendment would authorize 1.0 mill for 10 years starting with the July 2027 levy, estimated to raise $5,412,997 in the first year; under state law, the Council can propose a charter amendment by a three-fifths vote, and voters must approve it by majority.

Put on the ballot by Novi City Council (resolution considered April 13, 2026; vote count not shown in the agenda packet).
