Ballot measure · November 3, 2026 · Lathrup Village voters

What it does
Shall the City of Lathrup Village, Oakland County, Michigan, be authorized to levy a new millage of 1.0 mill ($1.00 per $1,000 of taxable value), for a period of five (5) years, 2027 through 2031 inclusive, with the revenue to be used exclusively to fund the City’s library services contract? If approved and levied in full, this millage is estimated to generate approximately $175,000 in the first calendar year of the levy. This millage would be subject to reduction as required by law, including the Headlee Amendment.
A YES vote means
Lathrup Village would levy a new 1.0 mill tax for five years, 2027 through 2031, only for its library services contract, raising about $175,000 the first year.
A NO vote means
Lathrup Village would not levy this new library millage.
What it would cost
1 mill (estimated) for 5 years: $100 a year for every $100,000 of taxable value (a mill is $1 per $1,000). Taxable value is after exemptions such as homestead; your tax bill or property appraiser shows yours.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

Background

The Lathrup Village City Council approved this library services millage proposal (Resolution 2026-04) on January 26, 2026, after a Headlee override proposal failed in November 2025, according to City Administrator memos to the Council.

Lathrup Village contracts with the City of Southfield to provide library services to residents; the resolution states dedicated funding is needed to sustain library services, and the millage would be used exclusively for that contract or a successor arrangement.

The new 1.0 mill levy would run 2027 through 2031 and is estimated at about $175,000 in its first year; a June 15, 2026 memo put the cost of library services for fiscal year 2027-28 at approximately $190,000 and recommended changes to the contract's cancellation notice in case the millage fails.

Put on the ballot by Lathrup Village City Council, January 26, 2026 (Resolution 2026-04).
