Background

According to the City Attorney's impartial analysis, Measure D is a general half-cent sales tax whose revenue would go to the City's general fund for any City purpose, estimated at approximately $65,000,000 a year, beginning July 1, 2027.

The analysis says the tax would end after 10 years or sooner if the County adopts a transportation sales tax of equal or greater rate that benefits the City, and that the City's current 8.35% sales tax rate would remain level if it passes; spending would be subject to public disclosure, independent audits, and citizen oversight.

The City Council adopted Resolution No. 2026-179 placing it on the ballot on July 30, 2026 by a 6-1 vote (Aye: Karbassi, Arias, Maxwell, Vang, Richardson, Esparza; No: Perea).

Mayor Jerry Dyer told KVPR/Fresnoland that if both D and the countywide transportation Measure S pass, S takes priority and D will not go into effect.

Put on the ballot by Fresno City Council, 6–1 (Perea no), July 30, 2026 (Resolution No. 2026-179).
