Background
This charter amendment was proposed by initiative petition; according to the Franklin County Board of Elections notice, Grove City Council passed the resolution submitting it to voters on September 3, 2026.
The notice says it would add Article XI to the charter, requiring a public referendum before approval of any development, qualifying business expansion or property transfer that occupies 50 or more contiguous acres, draws more than 20 megawatts at peak, or uses more than 500,000 gallons of water a day.
It would also set enforceable community impact standards for any approved facility; the petition's findings name data centers, server farms, power plants and large warehousing and logistics facilities among the developments it targets.
