Background

Worthington voters face two competing charter amendments on the referendum-petition signature requirement. According to the Board of Elections notices, City Council placed both on the ballot by resolutions passed July 20, 2026.

This version, recommended by the charter commission, would add a Section 1.05 setting the requirement, 'notwithstanding Section 731.29 of the Ohio Revised Code,' at 10% of the city's electors who voted for governor in the most recent gubernatorial election.

The petition-initiated version (Issue 38) would instead set the requirement at 10% of the city's electors, based on the total vote at the last preceding general municipal election.

Put on the ballot by Worthington City Council, July 20, 2026 (charter commission recommendation).
