Background
The Forest Hill City Council proposed this charter amendment and ordered the election in Ordinance No. 2026-16 on August 4, 2026.
Under the amendment, the charter provision requiring the city manager to keep the council advised on the city's financial condition and future needs would add that the manager make recommendations to the council quarterly, according to the ordinance.
It is one of several charter amendments on the ballot, including changes to recall rules, council discipline procedures and city manager severance pay.
